IPANZ: Systematic change in the public service to better enable collaboration
Public sector agencies are endeavouring to work better collaboratively - joint work across agency and sector boundaries. The Public Sector Act 2020 puts in legislation a commitment to do so. However, despite good intentions, collaborative initiatives encounter barriers due to the way government operates.
IPANZ is running a webinar series that will not dwell on barriers, but instead focus on the changes to enable more effective joint work. The focus is on practical measures at the centre of the public management system, at the core of the public service, to better contribute to collaborative work.
Each webinar will canvas the following three questions:
- What has the public service done so far to better enable collaborative work?
- What can be done next to further reduce barriers to collaborative work?
- What are the difficult issues for the public service and how can these complex trade-offs be addressed?
This series consists of the following three webinars:
1. A Focus on Hardwired Levers, Machinery of Government, Structural, Accountability Shifts - Tuesday 3 May, 11.00am
- Julie Fry is a consulting economist who undertook a review of joined up services for the Productivity Commission.
- Callum Butler is the Manager, Strategy and Innovation at Te Kawa Mataaho. His team is responsible for advising on matters relating to the machinery of government, and he was involved in the development of the Public Service Act 2020.
- Derek Gill is an IPANZ Board Member and a research associate at the IGPS and NZIER. He has researched joint working and has extensive practical experience as a practitioner.
2. A Focus on Soft Levers, Behavioural Cultural and Relational Shifts - Wednesday 11 May, 11.00am
- Andrew Kibblewhite is the Secretary and Chief Executive of the Ministry of Justice.
- Lil Anderson (Te Rarawa and Ngāpuhi) is the Tumu Whakarae (Chief Executive) of the Office for Māori Crown Relations – Te Arawhiti (Te Arawhiti).
- Peter Mersi is the Chief Executive of the Ministry of Transport currently seconded to lead the Government’s Covid-19 response based in DPMC.
3. A Focus on Public Service Collaboration with Community and Iwi - Wednesday 18 May, 11.00am
- Geoff Lewis works at the Productivity Commission and was the inquiry director for the report on “More Effective Social Services”.
- Chappie Te Kani (Ngāti Porou, Te Aitanga a Mahaki, Tūhoe, Ngāti Maniapoto, Rongowhakaata) is the Acting Chief Executive of Oranga Tamariki.
- Ann Wilkie is the Programme Director for the South Auckland Social Wellbeing Board which is focused on collaborative ways of working to improve outcomes for 0-5 year olds (and their whānau) living in South Auckland.
The Productivity Commission ran a webinar in March to share the results of research “Together alone - progress with joined up social services”. The audience of this webinar particularly asked to hear more about what central government public service agencies can do to better facilitate collaborative work.
In January, IPANZ ran a very informative roundtable to explore joint working. The purpose of this webinar is to look at some more details of practical application of the ideas.
Both discussions informed these webinars which will talk about what is being done and what more could be done in the public service to build on progress. There are numerous complexities to understand and grapple with.
