The Commission's Inquiry Issues Paper (a copy below) set out the inquiry terms of reference (TOR) and posed a series of 65 questions for public consultation.
The initial round of submissions into local government regulation was open July - September 2012. Approximately 80 stakeholder engagement meetings were held during the first phase of the inquiry, and 59 submissions were received.
