Causal diagrams to support ‘a fair chance for all’

The Deliberate Report contains causal diagrams we commissioned Deliberate to provide to help summarise the complex interactions and tensions that have been identified in our A Fair Chance for All inquiry.

The inquiry highlights some serious challenges with individual’s and communities’ experiences of persistent disadvantage in Aotearoa New Zealand, and lays down some significant recommendations and challenges for improving the Public Management System.

These diagrams should be read in conjunction with the inquiry’s interim and final reports, which provide the analysis and sources for the ideas and concepts shown in the diagrams.

The aim of the diagrams is to help understand the interconnected and circular chains of influence relating to many of our most pressing social challenges, and where responsibility for change lies. They highlight some of the unspoken assumptions and attitudes that can be unhelpful when trying to address persistent disadvantage.
