The Productivity Commission asked NZIER to provide an analysis of some of the issues concerning governments taking a more strategic approach to immigration policy and administration through a government policy statement mechanism.

This report provides analysis on the following questions:

  • How could the government develop and then apply a GPS on immigration?
  • How could the government develop and then apply a GPS on immigration?
  • What is the capacity of the economy to absorb migrants?
  • How could target numbers of migrants be determined?
