Unemployment insurance: what can it offer NZ?

In the course of its inquiry into Technology and the Future of Work, the Productivity Commission has queried whether New Zealand would benefit from new measures to assist people to adapt to labour market change. In particular, if we were to experience a higher rate of job displacement due to
technological change, and a growing group of people in non-standard forms of work:

  • would our current income support arrangements be sufficient?
  • could an unemployment insurance scheme, like those available in many other countries, give a better outcome?
